Benefits and Effectiveness; Federal and State staff have used the results
of studies funded by this program for technical assistance, training and
public-Information to carry out the State Grant Program and the Preschool
Incentive Grants Program. Studies also provide the basis for the Annual
Report to Congress (mandated by Section 618 of P.L. 94-142) describing thegrants and coopera-
